Apayao is one of the provinces of the Cordillera Administrative Region (CAR), constituting nearly one fourth of the region’s land area. It is used to be a part of Kalinga-Apayao until it gained independence on February 14, 1995 under Republic Act 7878 It is composed of seven municipalities (Calanasan, Conner, Flora, Kabugao, Luna, Pudtol and Sta. Marcela). The capital town is Kabugao, but a Provincial Government Center was established in Luna due to its accessibility to serve more clientele from the different municipalities. The province is characterized by two topographical areas. Upper and Lower Apayao. Upper Apayao consists of the towns of Calanasan, Conner and Kabugao and generally mountainous. Lower Apayao, on the other hand, is composed of Flora, Luna, Pudtol and Sta. Marcela. Majority of the population reside in the rural areas. The ethnic inhabitants of the Province are the Isnags which comprise about 30% of the total population. 51% are Ilocanos and 19% is shared by other ethno-linguistic groups. The Schools Division Office of Apayao is located at the Provincial Government Center, Capagaypayan, Luna, Apayao, headed by the Schools Division Superintendent Mr. Ronald B. Castillo and its OIC Assistant Schools Division Superintendent Samuel T. Egsaen Jr..
